Step 1: Go to the Steam website and download the Steam client.
Step 2: Run the downloaded installer executable. The installer will begin the installation process and provide on-screen instructions for the entire installation. Make sure that the drive onto which Steam is installed has at least 10GB or 20GB available.
Step 3: Launch Steam and select the Tools tab. Some of the options available include Source Dedicated Server and Team Fortress 2 Dedicated Server. Right-click on the tools and select Install Game. The programs will be downloaded and installed automatically. When the download is complete, the status will read as Ready.
Step 4: Double-click on the desired program. The Source Dedicated Server handles Counter-Strike and Half-Life Deathmatch, while the Team Fortress 2 version handles Team Fortress 2 and Day of Defeat: Source. A window will open with basic options, such as maximum players and the starting map.
Step 5: Open the UDP port that the server setup window shows. The UDP port can actually be customized, but the default setting is fine. Open the UDP port on any router or firewall connected to the PC that is to run the server. This makes sure the server will be able to freely communicate with clients attempting to connect.
Step 6: Launch the server. It will be launched automatically and almost instantly. Another window will open, providing details about server settings and real-time information about how well it is running. The Main tab allows basic options like map rotation and server name to be changed. The Configure tab controls more advanced options. The Statistics and Players tabs provide real-time information about the server.

You should just install the server just in case you'll need I'd because sometimes it won't work if you do it at the last minute. ^_^
